This is the only emulator I know of for the Vectrex. It was built for DOS, but works on Windows as well.Its original developer was Keith Wilkins, and it has been extensively edited by Christopher Salomon. It comes with a lot of in-built games, sound, and even the graphics of the plastic screen. You can modify it endlessly. Additional games can be added as well. The only thing I can see wrong with it is that a few of the in-built games still don't work. You can access the menu by pressing the spacebar. The keys are: arrows, s,d,f,g. The minimum requirements are a p133 computer, but it won't really run smoothly on anything lower than a p200.
