A referer is the page you came from when you went to the download page. This check is done to prevent other sites linking to our files directly and thus wasting our money.

What browser are you using?

Here's some quick help for the browsers I can check. I'll add this to the error message. If I'm mistaken anywhere or if there are additional browsers to add to this list, please let me know.

Opera: Tools - Preferences - Privacy - Check 'Enable Referer Logging'
Links 2: Setup - Network Options - HTTP Options - Uncheck 'No referer' and 'Fixed referer'
Mozilla Firefox: Not possible to disable referer logging without extensions
Dillo: Not possible to disable referer logging
IBrowse: Not possible to disable referer logging
Netscape 4: Not possible to disable referer logging
Internet Explorer: Not possible to disable referer logging
NetFront: Not possible to disable referer logging

I'd also like to add a list of common firewalls and how to get around this problem with them, but I'm totally dependent on others on that question...

Firefox, mozilla, netscape6+, k-meleon, galeon, and any other gecko based browser can have referer turned off.
Type about:config into your address bar, now search for referer. You will see an option for referer header. Default is 2, 0 is off, I don't know what any other value would do. (I remember that one plugin had options for "always send referer", "send on clicks and images only", and "never send referer". Based on that, I'm guessing that a value of 1 would be links and images only.)
It's also possible to make more specific changes to the referer in gecko browsers by editing certain configuration files. However, anyone who did that would know that they did it, and therefore how to undo it.

Yeah, just about everything in a gecko browser can be changed via the about:config page.
